Yesterday's air attack on Canton is embarrassing to

Hong Kong and I have with the concurrence of the Executive
Council to-day advised the Japanese Consul-General to
concentrate Japanese residents into clearly arranged compounds
in order to avoid possible disorder. Behaviour of the local
Chinese hitherto irreproachable but with population largely nina (swollen by)

complacency can hardly be expected. Overcrowding of the Colony
by refugees from Canton now serious and I am taking certain
steps to check influx though anxious if possible not to upset the
Colony's fine tradition of sanctuary by closing the port etc.

order I reserve the right to request evacuation of Japanese if good /
of the Colony necessitates this. Japanese abstention from
further senseless attacks on Canton itself will probably be the
deciding factor.
